Expanded Germany's related-issuer catalogues
Germany now separates historical states, regions, occupation administrations, colonies, and foreign post offices from the mainline catalogue.
Changes
- Added independently sourced catalogue records under 44 Germany-related postal authorities without changing the Germany mainline count.
- Added repeatable private-reference completeness accounting that never stores private catalogue identifiers, prices, prose, or images.
- Preserved existing IDs, collections, year completeness, and image records while making repeated catalogue reconciliation produce no new rows.
