Future country builds now separate authoritative catalogues, StampWorld BASE gap checks and private StampData image matching.
Changes
- Preserved existing United States and Germany StampData catalogue records while blocking new StampData catalogue writes.
- Added a candidate-only StampWorld BASE comparison that requires independent verification before any later explicit import.
- Kept specialist variants deferred and limited StampData image use to a separate private/local provenance-aware workflow.
