Added verified German postal issuer and catalogue grouping structure without changing stamps or issues.
Changes
- Added missing historical German issuer and grouping nodes from the verified source hierarchy.
- Preserved existing stamp, issue, collection, image and source records.
- Kept ambiguous Saar attribution unchanged until exact source evidence is available.
