Accurate postal period browsing
Postal period counts and results now follow verified historical issuer relationships.
Changes
- Kept postal periods separate from related issuer catalogue counts.
- Made postal period cards, year navigation and filtered stamp results use the same verified scope.
- Prevented date-only automatic period assignments when the issuing authority is not approved for that period.
